We all recognize that Utah struggles with joining the 21st Century. Emission testing is one of many archaic programs which should have ended years ago. Washington state realized the cost-benefit didn’t justify the program and ended it in 2020.
Western Washington has more people than all of Utah and the higher concentration of people still didn’t warrant testing. Maybe once all the cars in Utah are electric, then maybe this useless program will end.
