He and other representatives of environmental organizations spoke at a rally to oppose the plan they say will harm agriculture in the Snake Valley and air quality along the Wasatch Front. Utah Gov. Gary Herbert has said that he will decide by Monday whether to sign the agreement to equally divide the water in the aquifer under Snake Valley along the border of Utah and Nevada.
